Prof. (Dr.) Nirmaljeet Singh Kalsi is a highly respected leader with over 35 years of experience in public service. He served in the Indian Administrative Service (IAS) from 1984 to 2019, holding important positions in both the Government of India and the Punjab Cadre. During his career, he contributed significantly to governance, policy-making, and national economic growth, with a special focus on improving public administration and national security.

Before joining the IAS, Dr. Singh worked with NTPC and the Indian Railways Service of Electrical Engineering from 1981 to 1984. He has extensive experience in key areas such as ICT, digital transformation, education, and skills development.


As the Chairperson of the National Council for Vocational Education and Training (NCVET), Dr. Singh played a pivotal role in transforming India’s education and skill development systems. He was the architect of the National Credit Framework (NCrF) and the revised National Skills Qualifications Framework (NSQF), which integrate academic education with the skills ecosystem, helping to improve employability across the country.


Dr. Singh held several important roles during his career, including Additional Secretary and Joint Secretary in the Ministry of Home Affairs and Additional Chief Secretary in the Punjab Government. In these positions, he worked on key areas such as home affairs, governance reforms, information technology, and technical education. His leadership and innovative approach have been instrumental in driving forward digital initiatives and improving public service delivery.


Dr. Singh’s leadership is marked by his commitment to excellence and ethical standards. He is known for making strategic decisions, fostering team collaboration, and encouraging creativity and innovation within his teams.
